Egypt rights groups blast raids on NGO offices

(AP) ? Several Egyptian rights groups on Friday accused the country's ruling military council of using "repressive tools" of the deposed regime in waging an "unprecedented campaign" against pro-democracy organizations.

The groups' joint statement came just hours after security forces stormed offices of 10 rights organizations, including several based in the United States. The Interior Ministry said the raids were part of the investigation into foreign funding of rights groups.

The military, which took over control after a popular uprising toppled longtime President Hosni Mubarak in February, has often accused the groups of promoting protests with the help of funds from abroad.

The raids drew an angry reaction from U.S. Also, German officials summoned the Egyptian ambassador in Berlin to complain about a raid on a German organization in Cairo, and the U.N. human rights office criticized Egypt's "unnecessarily heavy-handed measures" against the groups, calling on Egypt's rulers to allow them to "carry out their important work without undue interference."

Friday's statement, signed by 28 Egyptian rights groups, said the raids were part of a clampdown against leaders of the uprising and were an attempt to "liquidate" the revolution.

"The military council is using Mubarak's authoritarian and repressive tools ... in an even more dangerous and uglier way," the statement read. The raids "are an unprecedented campaign aimed at covering up big failures of the military council in managing the transition period."

An official with the Justice Ministry's inspection teams said computers and cash were confiscated during the raids. He said an earlier investigation revealed these groups had received up to $100 million from abroad, then deposited the money in different Egyptian banks using names of illiterate Egyptians for the fake accounts.

In another raid Thursday, police arrested a member of the April 6 group, a youth movement at the helm of the anti-Mubarak protests. A security official said hashish and about $4,000 were found at Ahmed el-Salkawi's house.

April 6 was among the groups the military had accused of receiving foreign funds and using the money to promote for a "foreign agenda." Both officials spoke on condition of anonymity because they were not authorized to talk to reporters.

The Egyptian military is by far the largest recipient of foreign funds in Egypt, getting about $1.3 billion dollars annually in U.S. security assistance for more than 30 years.

The military appears concerned that foreign funding could strengthen the liberal groups behind Egypt's uprising at the expense of the military's own vast power.

State media launched a campaign against U.S. Ambassador Anne Patterson after her remarks about funding NGOs to promote democracy. The July 31 issue of a state-run October Magazine featured a cover depicting Patterson holding a burning wad of dollars to the wick of a bomb wrapped in an American flag. The headline read: "The ambassador from hell who lit a fire in Tahrir," a reference to the Cairo square that was the focus of mass protests.

Among the offices which were raided the U.S.-headquartered National Democratic Institute (NDI), Freedom House, the International Republican Institute, which is observing Egypt's ongoing parliamentary elections, as well as Germany's Konrad Adenauer Foundation, a think tank with links to Chancellor Angela Merkel's party.

German Foreign Ministry spokesman Andreas Peschke said Egypt's ambassador in Berlin was summoned to the ministry on Friday to hear a complaint.

Germany's Development Aid Minister Dirk Niebel called on Egypt "immediately to ensure the foundations' unhindered work and clear up completely what happened."

The Obama administration demanded Egyptian authorities halt the raids, saying they are "inconsistent" with long-standing U.S-Egypt cooperation.

State Department spokeswoman Victoria Nuland said the U.S. ambassador to Egypt and the top U.S. diplomat for the Middle East have spoken to Egyptian officials about the situation and "made very clear that this issue needs immediate attention."

The NDI said it was "deeply troubled" by Egyptian security forces raiding its offices in Cairo, Alexandria and Assiut without explanation, though the group has been operating in Egypt since 2005 supporting political parties and civic groups.

"Cracking down on organizations whose sole purpose is to support the democratic process during Egypt's historic transition sends a disturbing signal," said NDI President Kenneth Wollack in a statement.

The raids on the NGOs were the first since Mubarak's ouster. Justice Minister Adel Abdel-Hamid has accused around 300 nonprofit groups of receiving unauthorized foreign funding and using the money to encourage protesters.

Fixed mortgage rates end year above record lows (AP)

WASHINGTON ? Fixed mortgage rates rose slightly this week off their record lows. The year ends much like it began, with few people able to take advantage of the best rates in history.

Freddie Mac said Thursday that the average on the 30-year home loan increased to 3.95 percent from 3.91 percent. Last week's rate was the lowest average on records dating to the 1950s.

The average on the 15-year fixed mortgage rose to 3.24 percent. That's up from 3.21 percent, also a record low.

Rates have been below 5 percent for all but two weeks in 2011. Even so, this year is shaping up to be one of the worst ever for home sales.

Previously occupied homes are selling just slightly ahead of last year's dismal pace. And new-home sales appear headed for their worst year on records going back half a century.

Next year could be better. More than 5 percent of households said this month they plan to purchase a home within the next six months, according to the Conference Board.

Builders are also hopeful that the low rates could boost sales next year. Low mortgage rates were cited as a key reason the National Association of Home Builders survey of builder sentiment rose in December to its highest level in more than a year.

But so far, rates are having no major impact. Mortgage applications have fallen slightly in recent weeks, according to the Mortgage Bankers Association.

High unemployment and scant wage gains have made it harder for many people to qualify for loans. Many Americans don't want to sink money into a home that they fear could lose value over the next few years.

To calculate the average rates, Freddie Mac surveys lenders across the country Monday through Wednesday of each week. The average rates don't include extra fees, known as points, which most borrowers must pay to get the lowest rates. One point equals 1 percent of the loan amount.

The average fee for the 30-year loan was unchanged at 0.7; the average on the 15-year fixed mortgage was unchanged at 0.8.

For the five-year adjustable loan, the average rate rose to 2.88 percent from 2.85 percent. The average on the one-year adjustable loan ticked up to 2.78 percent from 2.77 percent.

The average fees on the five- and one-year adjustable-rate loans were unchanged at 0.6.

BOSTON ? For Andrew Bailey, coming in from the bullpen at Fenway Park is a special feeling.

He'll experience that a lot more next season.

New manager Bobby Valentine found his new man for the back end of the Boston bullpen on Wednesday when the Red Sox obtained the All-Star closer and outfielder Ryan Sweeney from the Oakland Athletics for outfielder Josh Reddick, infield prospect Miles Head and minor league pitcher Raul Alcantara.

In the deal, first reported by ESPN, Bailey gives the Red Sox a reliable ninth-inning guy to replace the departed Jonathan Papelbon, who signed a $50 million, four-year contract as a free agent with the Philadelphia Phillies in November.

The 27-year-old Bailey has three saves in four appearances at Fenway Park in his three major-league seasons.

"The one that sticks out the most was my first save opportunity this year was against the Red Sox," Bailey said in a conference call. "I actually blew that save. From what I remember, there's nothing like the atmosphere of running into the game from the bullpen at Fenway Park."

A New Jersey native and offseason resident of Connecticut, Bailey is excited about coming back east.

He already knows Valentine, who lives in Stamford, Conn., and hosted several events for the pediatric cancer foundation of Bailey and former teammate Craig Breslow.

"Bobby and I are good friends," Bailey said. "It just kind of helps knowing someone going in."

Bailey ? the 2009 AL Rookie of the Year, who made the All-Star team that season and again in 2010 ? had been the subject of trade talk this offseason.

The right-hander went 0-4 with a 3.24 ERA and 24 saves in 41 2-3 innings and 42 appearances this year. He spent time on the disabled list for the second straight season, pitching for the first time in 2011 on May 29 after being sidelined with a strained right forearm.

"I'm feeling good," he said. "This is my first healthy offseason I've had since I've been in the big leagues."

In his career, he is 7-10 with a 2.07 ERA and 75 saves in 84 opportunities. In 2010, Oakland led the AL in ERA (3.56) and shutouts (17) while holding opponents to a .245 batting average.

Bailey becomes the fourth key pitcher traded this month for the rebuilding A's, who dealt starter Trevor Cahill and reliever Breslow to the Arizona Diamondbacks on Dec. 9 and then sent left-handed starter Gio Gonzalez to Washington last week.

Still left in Oakland's depleted rotation are Dallas Braden, Brett Anderson and Brandon McCarthy.

Braden, who pitched a perfect game on May 9, 2010, received a $3.35 million, one-year contract Dec. 13. But he made only three starts last season before being sidelined by a shoulder injury that required surgery.

"That organization is heading down a different road where they're trying to get younger and build for a future in San Jose," Bailey said.

Oakland general manager Billy Beane is retooling his roster for the future in hopes of the franchise getting the go ahead to build a new ballpark some 40 miles south in San Jose despite the San Francisco Giants owning the territorial rights to technology-rich Santa Clara County.

Beane and owner Lew Wolff have said they expect to hear soon from Commissioner Bud Selig, and Beane said the unsettled stadium situation would affect him being able to sign his own and other free agents this winter. He has gone the trade route yet again, a common practice for the low-budget franchise that has watched its superstars leave for big money elsewhere over the past decade.

The A's (74-88) haven't posted a winning record or earned a playoff berth since being swept in the 2006 AL championship series by Detroit.

The Red Sox missed the playoffs the past two years, but won the World Series in 2004 and 2007.

"I think every kid playing T-ball out there strives to pitch in the postseason and meaningful games in September and, ultimately, the World Series," Bailey said. "So I'm going to welcome that with open arms."

On Dec. 14, Boston traded for Houston closer Mark Melancon, who had 20 saves last year in 71 relief outings but may be a setup man for Bailey.

"We believe both are fully capable of (closing)," Red Sox general manager Ben Cherington said. "Bailey's been doing it for a little bit longer so perhaps he goes in with the leg up."

Sweeney is in the mix for Boston's right field job now that J.D. Drew is a free agent. He's an outstanding fielder who can play all three spots. In six seasons, he has a .283 batting average after hitting .265 with one homer and 25 RBIs in 264 at bats last season.

Reddick, who began last season at Triple-A Pawtucket before being promoted in late May, will look to fill a big void in Oakland's open outfield.

The 24-year-old Reddick batted .280 with seven homers and 28 RBIs in 87 games for Boston in 2011. He can play any outfield spot and likely will get immediate action for the A's, who already lost outfielders David DeJesus and Josh Willingham in free agency. Center fielder Coco Crisp isn't expected to return either.

At last summer's trade deadline, the A's and Red Sox were near completion on a deal that would have sent Oakland right-hander Rich Harden to Boston for Triple-A first baseman Lars Anderson, but it fell through late because of Harden's lengthy list of injury issues.

Former Red Sox pitching coach Curt Young returned to the A's this offseason to work under manager Bob Melvin.

Head, a first baseman, batted .299 with 22 home runs and 82 RBIs in 129 games with the Red Sox two Single-A affiliates, at Greenville and Salem.

The right-handed Alcantara, 19, combined for a 1-4 record and a 2.20 ERA in 13 starts with Single-A Lowell and the Red Sox affiliate in the Gulf Coast League. He struck out 50 and walked just 12 while holding opponents to a .208 batting average.

BISHKEK, Kyrgyzstan ? A Soviet-built jet operated by a Kyrgyz carrier broke its wing, overturned and caught fire Wednesday as it tried to land in deep fog in southern Kyrgyzstan, leaving 31 people injured, officials said.

The Soviet-built Tu-134 operated by local carrier Kyrgyzstan had flown from the capital Bishkek and was trying to land at the airport in the city of Osh, said Ilyas Egemberdiyev, a spokesman for the airline.

Rescuers quickly extinguished the fire and evacuated 82 passengers and six crewmembers. Emergency Situations Minister Kubatbek Boronov said that 31 people were injured, and 17 of them were hospitalized.

Officials declined to comment on possible causes of the crash. A team of top officials led by the nation's prime minister was to fly to Osh to start a probe, but it had to delay the trip because of thick fog and strong winds in the area.

The twin-engined Tu-134, along with its larger sibling the Tu-154, has been the workhorse of Soviet and Russian civil aviation since the 1960s, with more than 800 planes built. It also has remained in service with many post-Soviet carriers.

In recent years, Russia and other former Soviet nations have had some of the world's worst air traffic safety records. Experts blame poor maintenance of the aging aircraft, weak government controls, insufficient pilot training and a cost-cutting mentality.

Putin says ready for talks with Russian opposition (Reuters)

MOSCOW (Reuters) ? Russian Prime Minister Vladimir Putin said on Wednesday that he was ready for dialogue with the opposition but said he did not know who to hold talks with, responding to the biggest protest against his 12-year rule over the weekend.

"The dialogue should take place. In what form? I will think about it," he said, speaking to journalists.

Taylor Swift is excited about her new release for "The Hunger Games," but it seems that the American Federation of Musicians is upset at Lionsgate for runaway music production

Taylor Swift is excited about her new release for "The Hunger Games" movie, but it seems someone is playing a few dissonant notes.

The pop-country singer-songwriter revealed on her Twitter page last week that "Safe & Sound," a new song featuring the group the Civil Wars, will be included in "The Hunger Games." But it seems that an American Federation of Musicians honcho, while not singling out Swift, had a bone to pick with the film's producers.

Ray Hair, international president of the union, took to YouTube to express his disappointment that Lionsgate chose to record music for the film in London instead of employing musicians in the U.S. under AFM contracts.

"For the 'Hunger Games,' Lionsgate is paying the actors, the writers, the directors, the stage crew and the other workers according to agreements with their unions. But for AFM musicians: zero, zilch, nada. For the Americana, Appalachian-style music that the movie needs, Lionsgate is going to Europe so that the company can escape having to pay AFM healthcare and pension contributions."

Ouch. Appalachian-style music? There's merit in that, because part of the post-apocalyptic tale is set in the rural District 12, home of main characters Katniss Everdeen (Jennifer Lawrence) and Peeta Mellark (Josh Hutcherson).

Commenters are choosing sides in the musical debate, with some standing with the AFM president while others take a "get over it" attitude, pointing out that some of the cast members are British and that London has some of the best and most iconic soundstages and musicians in the world.

But back to Swift: There's also debate about which scenes this soft and sweet song could be used for. We'll try not to spoil the movie for those of you who haven't read the books (get on that, people), but -- though there's already a song in place -- one haunting and tragic scene comes to mind.

Rajinikanth lends wedding hall for anti-corruption fast: Team Anna

Pledging his support to anti-graft initiatives, superstar Rajinikanth has lent his sprawling marriage hall in Chennai free of cost for the three-day fast being organised by Team Anna activists for a strong Lokpal Bill.

"We are organising a three-day fast from tomorrow. We had approached him for support. He (Rajinikanth) accepted it and said he was always for anti-corruption," India Against Corruption's (IAC) Central Core Committee member MS Chandramohan said on Monday.

The Raghavendra Kalyana Mandapam in the heart of Chennai in Kodambakkam locality will be the venue for the fast being held from Tuesday to express solidarity with social activist Anna Hazare, who is beginning his fast in Mumbai.

"He (Rajinikanth) offered it free of cost and said it was his service to the country," Chandramohan said.

Asked whether Rajnikanth would visit the venue during the fast, Chandramohan said, "He is always invited. But, he has not said anything on that possibility so far."

IAC is also planning to hold 'jail bharo' andolan' from December 30, he said.

Military wives turn to Bible for marriage advice (AP)

CLARKSVILLE, Tenn. ? With husbands deployed or off preparing for war, some young wives at this sprawling Army installation have spent much of their marriages so far alone.

Faced with long periods of separation and worry over the next combat tour, a group of wives mostly in their late 20s and early 30s are drawn together weekly to seek spiritual support to bolster the strength of their marriages.

Mya Parker, 27, saw both sides of the average military marriage and the strain that years of combat duty can do to a relationship. She served in the Army for four years on active duty before helping to start the Lantern, a nondenominational faith group for military wives and girlfriends outside Fort Campbell, Ky.

"The military, because of the complexities of the deployment, can have more uncertainties," she said. "The reason God is the answer is because scripture says that He has never changed. From the beginning of time to the end of time, He is unchanging."

While not solely sponsored by any one church, these wives meet weekly in small, informal groups of eight to 12 at their homes to study the Bible's teachings and how to apply them to today's modern military marriage.

Parker and her husband, an Army aviator, both served in Afghanistan with the famed 101st Airborne Division, a unit that has been heavily impacted by the wars there and in Iraq since 2001. During her Army career, Parker saw deployed husbands anxious about their wives back home and wives struggling to communicate with husbands a world away.

In the privacy of these small weekly gatherings, the wives don't hold back their fears about the realities of war.

"We don't sugar-coat it and say, `Oh, it will be great, it will be fine. This deployment is going to fly by.' To be honest, it's hard and you have good days and bad days," said Mandy Costello, 29, who has been married five years through her husband's three deployments.

With less than 1 percent of Americans serving in the military, the lifestyle of a military wife can sometimes feel isolating. But when they get together, these wives speak the same language that is peppered with military acronyms as they share advice for keeping marriages intact, when sometimes months go by without kisses or hugs from their spouses.

"If you don't know what to expect, you feel alone, you feel isolated and you feel like you are the only one going through this, when you know there are thousands of soldiers deployed with your husband at the same time. It still feels like you are the only one," said Holly Klich, 31, who has been married four years to a soldier who has had two combat tours.

Besides the Lantern meetings, many of these wives participate in the military's family readiness groups, which provide information about deployments and organize events and classes for military spouses and families.

Parker said group members come from a variety of faith backgrounds, including Mormon, Catholic, Church of Christ, Pentecostal, but she said the group is open to all faiths. The group also does public service projects that Parker said aren't faith-focused and are open to anyone who wants to join them.

The Army has also been focused on improving military marriages and has invested in a marriage counseling program run by unit chaplains called Strong Bonds, which is popular with soldiers of all faiths.

Parker and others said they need additional strength from their faith to be resilient.

Parker points to the Bible's emphasis on grace, patience, kindness and forgiveness as keys to a healthy marriage, even those tested by war.

"It has made me much more patient with him dealing with what he has been through and honoring that he ultimately doesn't belong to me," Parker said. "He belongs to the Lord."

The weekly prayer meetings have helped many wives reconnect with their husbands, many who have recently returned from the 101st Airborne's yearlong deployment to Afghanistan. Parker said many wives expect a joyous reunion, but many couples have to learn how to live together again.

Vanessa James, a 30-year-old who had twin boys while her husband was deployed, said she prayed that she wouldn't be resentful that her husband missed so much while he was gone.

"He has been home for three months now and I can honestly say that I feel closer to my husband than ever before, and I think it's because I approached this reintegration with a servant's heart," she said.

With the support of other wives, Parker said a deployment can also be a blessing if women take the opportunity to grow in their faith and their marriages.

"My number one piece of advice, even if someone didn't grow up in the church and isn't a believer, is to really take the time. Deployment is an amazing time to pursue a relationship with God for maybe the first time," she said.

Free, legal Siri port for all jailbroken iOS 5 devices now available ...

Following our multiple looks at private Siri ports to unsupported iOS 5 devices with the help of developer Steven Troughton-Smith, Chpwn and Ryan Petrich went public today with a Siri port called Spire.

The port mirrors all the iPhone 4S Siri functionality and works on the jailbroken iPhone 4, iPhone 3GS, third generation iPod touch, fourth generation iPod touch, and first generation iPad. We previously revealed that iPod touch Siri performance is not on par with iPhone Siri performance due to the lower quality microphone system.

Spire is available free on the Cydia jailbroken application market, and the download comes in at approximately 100mb, according to a blog post from Chpwn. The developers recommend that users connect to a Wi-Fi network for downloading, not a standard cellular network, because of the large file size.

A few Siri ports have gone public through jailbreak application markets in the past few weeks, but they were deemed unsafe and illegal by the development community due to its distribution of Apple copyrighted materials.

?Spire uses a new method to obtain the files necessary for Siri, so it doesn?t have the?copyright issues?encountered by previous attempts,? said Chpwn

Of course, with any port of this kind, there will be a caveat: you have to still gain authorization through your own server and an iPhone 4S. Chpwn explained the issue:

However, Spire is not a complete solution. Apple still?requires authorization?to use Siri, so information from an iPhone 4S is still required. To insert this information, Spire allows you to enter your own proxy server address. By using?this (ancient) SiriProxy fork, you can setup a proxy using your own iPhone 4S to insert the needed information reasonably easily. Other solutions for proxying Siri will be listed here as they are developed ? perhaps that sort of proxy might be included in the main?SiriProxy?repository.

(AP) ? Seven people believed to be related had opened their Christmas gifts and started cleaning up the wrapping paper when they were shot to death in a suburban Texas apartment, police said Sunday.

Authorities said they believe the shooter is among the dead, but got a warrant before doing a full search on the small chance that it was otherwise.

Four women and three men, aged 18 to 60, were found in an adjoining kitchen and living room area when police entered the apartment around midday, said Police Sgt. Robert Eberling. Two handguns were found near the bodies in the apartment that was decorated for the holiday with a tree, he added.

"It appears they had just celebrated Christmas. They had opened their gifts," Eberling said.

The victims have not yet been identified, but Eberling said it appears they all died of gunshot wounds. He said authorities still don't know what sparked the incident.

Grapevine Police Lt. Todd Dearing said investigators believe that all the victims were related, but that some were only visiting and didn't live in the apartment. He said police are looking for other relatives to inform.

"Seven people in one setting in Grapevine, that's never happened before. Ever," Dearing said.

He said police were performing a "meticulous" search of the apartment and he expects them to be on the scene for many hours.

Police and firefighters first rushed to the Lincoln Vineyards complex after receiving an open-ended emergency services call at about 11:30 a.m., Eberling said.

"There was an open line. No one was saying anything," he explained.

So police went into the apartment, located in a middle-class, suburban neighborhood of Grapevine, not far from the upscale Fort Worth neighborhood of Colleyville. The apartment is at the back of the complex, overlooking the athletic fields of Colleyville Heritage High School.

But many of the nearby apartments are vacant, and police said no neighbors reported hearing anything on a quiet Christmas morning when many people were not around.

Jose Fernandez, a 35-year-old heavy equipment mechanic who moved to the complex with his family about six months ago, said he always felt safe in the area, but is now afraid to let his 10-year-old son play freely outside.

"This is really outrageous especially on Christmas," said Fernandez, who was visiting family for the holiday and returned to find several police cars parked outside his home.

"This has shocked everybody. It has scared everybody. I guess something like this can happen anywhere, but seven people dead. It's just very scary," he added.

Eberling agreed the area is fairly quiet, noting this would be the first homicide in Grapevine since 2010.

Christy Posch, a flight attendant who moved to the complex about six months ago so her son could attend the high school, said she lives a few buildings away and did not hear any gunshots.

"It's all families. That's why I moved here. No burglaries, no nothing," Posch said.

Reds trade Wood, 2 others, to Cubs for Marshall

CINCINNATI - The Cincinnati Reds acquired left-handed reliever Sean Marshall from the Chicago Cubs on Friday for young lefty starter Travis Wood and two other players.

It was the second time in a week that the Reds gave up several prospects for pitching help. They earlier sent four players, including Edinson Volquez, to San Diego for starter Mat Latos.

The 29-year-old, 6-foot-7 Marshall was 6-6 with a 2.26 ERA last season. He had five saves. The Reds have been in talks to try to re-sign closer Francisco Cordero, who became a free agent after last season.

"Sean has been one of the best and most durable relievers in baseball the last couple of seasons," Reds general manager Walt Jocketty said in a statement.

The 24-year-old Wood made 35 starts for the Reds over two seasons. He finished 6-6 with a 4.84 ERA in 2011, with a stint in Triple-A after struggling early in the year.

The Cubs also get 24-year-old outfielder Dave Sappelt, who batted .243 in 38 games with the Reds, and 19-year-old infield prospect Ronald Torreyes, who batted .356 in 67 games for Class-A Dayton.

"Twenty-four-year old left-handed starters who have already had success in the big leagues don't grow on trees," Cubs president of baseball operations Theo Epstein said. "We had to give up a great relief pitcher in Sean Marshall and someone we were proud to call a Cub, but we think to acquire Wood and the two young guys, it was worth doing."

Wood made 17 starts for the Reds in 2010, going 5-4 with a 3.51 ERA. He took a perfect game into the ninth inning against the Philadelphia Phillies before giving up a double to Carlos Ruiz, and left after finishing the ninth with the game scoreless.

Wood began last season in the Reds' starting rotation, made 10 starts for Louisville, then returned to Cincinnati. He also had four relief appearances for Cincinnati.

"He had a little bit of a down year last year, a little bit of a sophomore slump, but we still think all the ingredients are there to make him an excellent starting pitcher in the big leagues and you tend to not be able to get guys like that after their strong rookie years," Epstein said. "But sometimes you have a chance to get them after they take a little bit of their lumps on the learning curve."

Wood said he relied too heavily on his cutter last season and "lost the ability to really stick that four-seam (fastball) in there." His control was off, but he also sees a shot at redemption in Chicago.

"I think it's a great opportunity for me," he said. "The Reds do have a lot of depth in their rotation. ... Hopefully, I can get to Chicago and make a difference."

Besides the addition of Latos, the Reds return starting pitchers Johnny Cueto, Mike Leake, Homer Bailey and Bronson Arroyo. Aroldis Chapman, a left-handed reliever in his first two seasons, is also a possible starter next season.

In another move, Cincinnati claimed reliever Josh Judy off waivers from Cleveland. The 25-year-old right-hander pitched in 12 games over four stints with the Indians last season, with no record and a 7.70 ERA. He was 6-2 with a 3.12 ERA and 23 saves at Triple-A Columbus.

Epstein said the Cubs could still use some more starting pitchers in their farm system and at the major league level. He also said they're weighing ace Matt Garza's trade value versus locking him into a long-term deal. The right-hander was tendered a contract last week and is eligible for arbitration.

"It's hard to find top-of-the-rotation-type guys, so if you have them and there's a way to keep them around, I think that's always compelling for the club," Epstein said. "Now, that said, we're in a mode where we have to listen on everybody. If there's a way to improve the long-term outlook for this club in a significant manner, then we just can't look past opportunities like that. We're not in a situation where we have to do anything with Garza, but generally, we're in the business right now of taking our short-term assets and turning them into long-term assets."

US offers $10 million for al-Qaida financier

The United States on Thursday established a reward of up to $10 million for information leading to Yasin al-Suri, accused of operating from Iran as a facilitator and financier for al-Qaida.

The bounty is the first offered for an al-Qaida financier and is aimed at disrupting a financial network that has operated from within Iran's borders since 2005, said Eytan Fisch, a senior Treasury Department official.

Robert Hartung, a senior State Department official, said that under an agreement between al-Qaida and the government of Iran, al-Suri had helped move money and recruits through Iran to al-Qaida leaders in neighboring countries.

Hartung said al-Suri, who is originally from Syria, also was known as Ezedin Abdel Aziz Khalil.

The U.S. Treasury Department in July blacklisted al-Suri and five other members of his network, exposing what the United States says are direct links between Tehran and the al-Qaida network.

Hartung said al-Suri's network serves as an important conduit for channeling both money and fighters from around the Middle East to al-Qaida leaders in Afghanistan, Pakistan and Iraq.

"He is a dedicated terrorist working in support of al-Qaida with the support of the government of Iran," Hartung said. "As a key fundraiser for the al-Qaida terrorist network, he is a continuing danger to the interests of the United States."

Since 1984 the U.S. Rewards for Justice program has paid more than $100 million to more than 70 people who provided credible information that either prevented terrorist attacks or helped bring accused terrorists to justice, the State Department's Hartung said.

South Korean president urges stability in NKorea (AP)

SEOUL, South Korea ? South Korean President Lee Myung-bak is urging stability in North Korea and says his country's front-line troops remain on alert.

South Korea put its troops on high alert Monday after the death of Kim Jong Il. The presidential Blue House says Lee made the comments Thursday in a meeting with lawmakers.

All signs out of North Korea suggest the transition of power to Kim Jong Il's son is going smoothly. U.S. and South Korean officials are seeing no unusual troop movements and no buildup around the heavily fortified border.

Pentagon press secretary George Little said that as of Wednesday the U.S. military has not seen any unusual military movements by the North Koreans.

This is the premier location to view the annual Leonid meteor shower, as there are no bright city lights for miles around. Helpful tip is to stay in your vehicle or in an enclosure where you can still view the dark sky as Borrego Spring is home to many nocturnal creatures such as scorpions, and tarantulas.

Driving there is best during the day or early dusk, as the mountain regions are not well lit and can pose danger to those that are unfamiliar with this desert region. Google Maps offers updated directions from every region of San Diego County.

Tips for best viewing experience

Position yourself to where the horizon is in your field of view. This will provide the stars and showers to grab your attention. Look for the Little Dipper; this will insure it is dark enough for your viewing. Layback and enjoy the annual show. A telescope or binoculars are not necessary. Just the human eye.
