Potential drug for treatement of Alzheimer's disease investigated

ScienceDaily (Aug. 31, 2012) ? A compound developed to treat neuropathic pain has shown potential as an innovative treatment for Alzheimer's disease, according to a study by researchers at Cleveland Clinic's Lerner Research Institute and Anesthesiology Institute.

"Cleveland Clinic dedicated two years of research into the examination of this compound and our findings show it could represent a novel therapeutic target in the treatment of Alzheimer's disease," said Mohamed Naguib, M.D., Professor of Anesthesiology, Cleveland Clinic Lerner College of Medicine. "Development of this compound as a potential drug for Alzheimer's would take many more years, but this is a promising finding worthy of further investigation."

In a study published online in the Neurobiology of Aging, the compound MDA7 induced beneficial immune responses that limited the development of Alzheimer's disease. Treatment with the compound restored cognition, memory and synaptic plasticity -- a key neurological foundation of learning and memory -- in an animal model.

Neuroinflammation is an important mechanism involved in the progression of Alzheimer's disease. The MDA7 compound has anti-inflammatory properties that act on the CB2 receptor -- one of the two cannabinoid receptors in the body -- but without the negative side effects normally seen with cannabinoid compounds.

Alzheimer's disease is an irreversible, fatal brain disease that slowly destroys memory and thinking skills. About 5 million people in the United States have Alzheimer's disease. With the aging of the population, and without successful treatment, there will be 16 million Americans and 106 million people worldwide with Alzheimer's by 2050, according to the 2011 Alzheimer's Disease Facts and Figures report from the Alzheimer's Association.

In the interview, Assad said government forces are "moving forward" but that the war's outcome had yet to be decided and that this would take time. It aired on the private Dunya channel, which is majority owned by Rami Makhlouf, a cousin of Assad and one of Syria's wealthiest men.

"We are fighting a regional and global war, so time is needed to win it," he told Dunya. "I can sum up all this explanation in one sentence: We are moving forward. The situation is practically better but it has not been decided yet. That takes time."

Rebels are fighting to overthrow Assad, who came to office in 2000 after succeeding his father, the late Hafez Assad who ruled Syria with an iron fist for some 30 years. The Syrian conflict has its roots in a wave of mostly peaceful protests that began last year but later morphed into a civil war.

At least 20,000 Syrians have been killed in the conflict, according to anti-regime rights activists.

Assad's description of the civil war as a regional and global battle stays true to form for a regime that refers to the rebels as members of terrorist bands and speaks often of a Western conspiracy to break Syria, which he sees as the last bastion of Arab resistance against Israel.

Rights groups monitoring the violence report the death of 100 to 250 or more Syrians on daily basis, but these figures are impossible to independently verify. The fighting however is intense enough to force hundreds of thousands of Syrians to flee their homes, seeking refuge elsewhere in the country or in neighboring nations.

Many solo practitioners, freelancers, and small business owners have completed written business plans that they use for their presentations to their lenders and investors. Business plans always have a financial section that includes cash flow projections, but still, on a day-to-day basis, business owners often confuse ?profit? with ?cash flow?. They are two different things entirely.

Put simply, profit equals income less expenses, but all income is not necessarily cash on hand. If you use the accrual method of accounting, you count all sales transactions as income even if you have not yet been paid for the transaction. With the accrual method, you can also deduct expenses in the year they occurred, even if you do not pay the expense until the next year. The financial reports that you can regularly generate from your small business accounting software will help you to make the cash flow projections that will give you a good picture of the health of your business. You will be able to quickly and easily see your income, your expenses, your accounts receivable, your accounts payable, and your bank and credit card statements so that you can project how much cash you will have on hand at any time you choose.

Depending on the type of business you have?and also on how mature your business is, you should project your cash flow at least monthly and quarterly; even weekly or daily cash flow projections may be necessary?especially if you have an inconsistent income stream and irregular expense obligations.

Barclays faces SFO probe on Qatar payments

LONDON (Reuters) - Britain's fraud prosecutors have launched a criminal probe into payments between Barclays and Qatar Holding, the British bank confirmed, adding to an ongoing regulatory investigation into dealings between the two parties.

Barclays said on Wednesday that the Serious Fraud Office (SFO) started an investigation into "payments under certain commercial agreements" between it and Qatar, confirming an earlier report.

The Financial Services Authority (FSA), Britain's financial watchdog, is already investigating the bank and four current and former senior employees, including finance director Chris Lucas, on whether sufficient disclosures were made about the fees it paid in a 2008 capital raising.

Barclays disclosed the FSA investigation when it released half-year results on July 27. It relates to fees paid to the Qatar Investment Authority on deals in June and November 2008, when Barclays raised 11.5 billion pounds.

The SFO probe differs as it is examining the bank, rather than the bank plus four individuals.

The bank did not reveal which payments between it and Qatar were being investigated by the SFO, although the FSA is expected to share information with the SFO that it has obtained, and both are expected to ask for further information from the bank.

Qatar Holding, the entity involved in the investigation, is a unit of the Qatar Investment Authority, which is the largest shareholder in Barclays with a 6.65 percent stake, according to Reuters data.

The bank is reeling after being fined 290 million pounds by British and U.S. regulators in June for rigging Libor interest rates, sparking criticism about its culture and risk-taking and forcing its chairman and chief executive to quit.

Barclays said on Wednesday management consultancy firm Boston Consulting Group was to support a review into its business practices that is being led by Antony Salz.

Former Deloitte partner Russell Collins was also named as Salz's deputy. The independent report is due by April.

Biotech is thrusting us into new political territory

Stem cells, embryo research and synthetic biology are just a few of the issues that will force strange new political alliances

NOBODY is immune from the feeling that change is accelerating with each passing year. This sense of "future shock" is perhaps most closely associated with information technology. We've all experienced the anxiety, frustration and resentment that accompanies the introduction of a new version of software on which we depend, or the realisation that people younger than ourselves have adopted a new technology that makes their lifestyle seem very different from our own.

Worries about rapid change also bubble up in response to scientific progress, especially when it raises moral questions. We've seen this time and again with controversies over evolution, reproductive rights, the origin of the universe and nearly all issues in science that relate to human values.

Biology is an especially volatile source of sensitivities. The old biology was mainly observational, but the new biology, or biotechnology - including stem cells, embryo research, synthetic biology and reproductive technology - has unprecedented power to change basic life processes.

Such sensitivities are understandable. People rightly feel that high stakes are involved when science challenges our customary and largely workable moral framework.

And there is, of course, hyperbole associated with biotech. But even if only some of the predictions bear fruit, the new biology will challenge everything in its path, including our understanding of ourselves, our relationship with the world, our social arrangements and values and our political systems. The new biology is thus becoming part of political life. Candidates for national political office need to have staked out positions on these issues.

Biology and politics already intersect, of course. A good example is the abortion controversy, a recurrent theme in the US since the 1970s, with both sides trying to influence the decision over whether to continue a pregnancy or not.

But this issue is relatively uncomplicated compared with what is to come. The straightforwardness of the available positions (anti-abortion or pro-choice) is vastly outstripped by the scenarios that will be forced on us by the new biology.

One recent example is the controversy over the "three-parent embryo". This is a technology for avoiding mitochondrial disease whereby nuclear DNA from an egg with defective mitochondria is injected into an egg from another woman with healthy mitochondria, and the resulting egg can then be fertilised. To some this is perfectly acceptable. To others it smacks of eugenics. This is just one example of how, in the early 21st century, we are crossing the threshold to a new biopolitical world.

Already there are more protagonists than in the past. Science, the state, industry and religious organisations are just some of the parties vying for control.

What is more, familiar ideological labels are poor predictors of policy positions. US anti-genetic-engineering activist Jeremy Rifkin was perhaps the first to notice that anxieties about biology cut across the political spectrum. He noted more than a decade ago in an article for UK newspaper The Guardian: "The current debate over... biotech issues, is beginning to reshape the whole political landscape in ways no one could have imagined just a few years ago."

Rifkin was right: biopolitical issues increasingly make for strange political bedfellows and alliances of convenience as people with differing sympathies make common cause.

In one camp are bioprogressives who are supportive of the new biology from opposite sides of the traditional political divide. Those on the left emphasise regulation, equality and the common good, while those on the right emphasise free enterprise as the most reliable source of innovation.

There are also several flavours of bioconservative. Some are religious traditionalists, others are secular neoconservatives who regard science as a threat to human dignity, moral equality and human nature itself. Bioconservatives are increasingly joined by "green" progressives who harbour deep doubts about the implications of science for social justice.

The b?te noire of all types of bioconservatives is the small but growing movement called transhumanism, which enthusiastically embraces technological change. Transhumanists see the prospects for drastic enhancements in what bioconservatives regard as an essential human nature that is too precious and fragile to withstand manipulation.

In a foretaste of the strange new biopolitical alliances to come, consider the shortage of organs for transplant. The established view among liberals and conservatives is that virtually any incentive for donation is morally unacceptable. But some libertarians and some on the left decry the loss of thousands of lives each year while suitable organs, especially kidneys, are not made available. Although they are poles apart on most issues, they agree that policy options for incentives should be explored.

It's hard to say how great the scale of political changes wrought by the new biology will be, but there can be little doubt that we are heading into uncharted territory. We might hold out hope that all sides can be convinced that science, within carefully negotiated limits, can enhance and enrich our quality of life. But what counts as enhancement and enrichment will be a matter of negotiation. That is the subject matter of the new biopolitics.

If politics is, as I believe it is, the only alternative to violence, these matters are worthy of the best politics we can muster.

Ecuador judge rejects extradition for Belarusian

(AP) ? A judge on Ecuador's highest court rejected on Tuesday an extradition request for a former police investigator from Belarus who has been jailed since June, and ordered him freed immediately.

Aliaksandr Barankov's case drew attention after Ecuador granted political asylum to WikiLeaks founder Julian Assange earlier this month.

Judge Carlos Ramirez of the National Court of Justice found the political refugee status granted Barankov to be justified, according to a court official who sent The Associated Press the judge's order. The official was not authorized to be identified by name.

The 30-year-old Barankov had argued he could be killed if sent back to his former Soviet bloc homeland, whose president, Alexander Lukashenko, has been nicknamed "Europe's last dictator."

Barankov says he fled Belarus after uncovering an oil-smuggling ring involving senior government officials including relatives of Lukashenko.

"I'm happy. They saved my life!" an overjoyed Barankov said when the AP reached him by phone in jail. His Ecuadorean girlfriend had notified him just moments earlier.

His release was expected as early as Wednesday.

Tuesday's ruling was the second by Ramirez to reject an extradition request from Belarus. The first was in October of last year, when Ramirez found the evidence presented against him to be inadequate.

Barankov blamed his jailing in early June on pressure from Belarus ahead of an official visit later that month by Lukashenko, who has ruled his homeland for 18 years by fixing elections, quashing free speech, jailing dissidents and keeping most industry in state hands.

The extradition request under which he was arrested and jailed on June 7 accused him of fraud and extortion.

Barankov was backed by human rights activists in Belarus

Barankov's case came under scrutiny when Ecuador announced it was granting Assange asylum, deeming he ran the risk of being unfairly tried by the United States and possibly facing the death penalty.

President Rafael Correa said he would not comment on the Barankov case until the court ruled. But his deputy foreign minister said the government would treat the case with the same respect for human rights that guided it in considering Assange's asylum request.

Barankov's attorney, Fernando Lara, told the AP on Tuesday that while he welcomed Tuesday's ruling it came "82 days late" because his client never should have been jailed.

Barankov was granted refugee status in 2010, with merit found in his claim of political persecution, after he had been jailed 55 days for overstaying his visa.

Penn St. riot ends aspiring Army officer's dream

Stints in jail. Hefty fines and restitution. Clouded futures. The consequences of their bad behavior have been steep for the Penn State students who took to the streets and rioted in the chaotic aftermath of Hall of Fame coach Joe Paterno's firing last November.

Perhaps none have learned a harder lesson than Justin Strine, a young man from central Pennsylvania whose planned career as an Army officer is over before it began ? the casualty of his own split-second decision to put his hands on a news van, and a judicial system that considered him as guilty as classmates who did far worse that dark night in State College.

As the fall semester gets under way Monday, Strine has returned to campus, along with 15 other students found to have taken part in a nationally televised riot that caused tens of thousands of dollars in damage and embarrassed Penn State.

As he resumes his studies, nothing's the same for the 21-year-old from Hummelstown. He spent part of his summer in jail. Far worse: He's been kicked out of ROTC, his dream of carrying on his family's proud military tradition now out of reach.

"I'm losing everything I worked my entire life for," Strine said.

Strine's father, a career soldier, questions whether that's a just result.

"I had to stand by and watch my son plead guilty to something he didn't do," said Jim Strine.

Penn State sanctioned 32 students for their involvement in the riot, suspending 10 of them from one to three semesters and giving probation to the rest, university spokeswoman Lisa Powers said. Dozens of students were criminally charged, as well, and the guilty pleas have piled up over the last several months.

An estimated 4,000 to 5,000 people poured into downtown State College on Nov. 9 after the Penn State board of trustees abruptly and unexpectedly fired Paterno ? the beloved football coach who led Penn State for nearly 46 seasons ? and removed President Graham Spanier over the Jerry Sandusky child sex-abuse scandal.

What began as a peaceful protest of Paterno's unceremonious dismissal quickly turned ugly as a "riotous mob," as State College police would later call it, threw bottles and rocks, damaged cars, and tore down light posts and street signs.

Strine was in his off-campus apartment when he learned of Paterno's firing. He and a few friends decided to head downtown.

It was a rare misstep in what had been a slow, steady climb toward the officer ranks.

Strine's father is a helicopter pilot and instructor whose 28-year career has taken him to Iraq and Afghanistan. His grandfather is a retired Air Force flight surgeon. His brother and sister, aunt and uncle, cousins ? all serve or have served. So it wasn't a surprise when Strine began plotting his own military career as an adolescent, reading the autobiographies of famed Army officers like Norman Schwarzkopf and Colin Powell.

At Penn State, Strine threw himself into ROTC as well as his studies, making the dean's list and spending the summer at Fort Benning, Ga., learning to jump out of airplanes. His goal: to be a pilot like his father.

"He was a good cadet," Jim Strine said.

A good cadet who made a bad decision the night of Nov. 9.

Strine had driven himself and a couple friends to the State College commercial district, where they joined thousands of other protesters. At one point Strine and his friend, Christina Assainte, found themselves in a large crowd moving toward a WTAJ-TV news van, where vandals were pelting it with rocks.

To the rippling chants of "Flip it! Flip it!" two young men approached the side of the van, motioning others to join them, a video recording shows. That set off a frenzied rush toward the van, and within seconds a large group started to push.

A second wave of spectators then pressed toward the front of the van, perhaps to get a better view. Strine and Assainte were in the front of that group.

With the vehicle already on two wheels and going over, Strine placed his palms on the hood. Four seconds later, the van was on its side. But that's all it took for police and prosecutors to charge him with felony counts of riot and criminal mischief ? the same charges filed against students who did the actual pushing.

"I always felt I was on a good path, and all the sudden I'm being made into a criminal. It was shocking to me they wouldn't even hear me out and let me explain that yes, I was there and shouldn't have been, but I wasn't this person they are making me out to be," Strine said. "No one ever looked at me as an individual. They looked at me as 5,000 Penn State rioters."

Terrified of being branded a felon, Strine agreed to plead guilty to reduced misdemeanor charges of disorderly conduct and criminal mischief. He served 30 days in jail ? getting out Aug. 4 ? and will either be on parole or probation until 2015.

The consequences didn't end there. Penn State suspended Strine for a semester, and he was booted from ROTC and will have to repay every dime of his scholarship money, a total of $34,000. He also owes $8,500 in court costs, fines and restitution.

Strine said he knows he never should have left his apartment that night, never should have been in the vicinity of the van, never should have laid a finger on its hood.

"The van was already going over. It was so crazy, it was mayhem, and in that moment you stop thinking," Strine said. "I know I wasn't completely blameless. I was there, I touched the van and that was wrong. That's why I was happy to do community service for Penn State. But the criminal justice system went overboard."

His father said he's not seeking to minimize or excuse Justin's involvement, but contended the district attorney's office was far too aggressive ? and his son's punishment far too severe.

"He owns something in this," Jim Strine said. "He just doesn't own what he's got."

Centre County District Attorney Stacy Parks Miller did not return multiple calls and emails seeking information about her office's handling of Strine's case or the other riot cases.

Messages left with State College police Chief Tom King were not returned.

Lt. Col. Ken Weiland, commander of Penn State's Army ROTC program, declined to comment Monday on Strine's removal from the program but cited military regulations that list a multitude of reasons why a cadet could be kicked out.

Powers, the Penn State spokeswoman, said any student who goes through the university disciplinary process can contest the charges or sanctions.

"Justin accepted responsibility and the sanctions in the disciplinary conference, and did not contest them through either avenue that was afforded to him," she said, adding that Penn State carefully assessed each student's culpability, the impact of the crime on the community, and other factors before imposing punishment.

Strine said he didn't contest the charges because he wouldn't have been permitted an attorney, and his testimony before the school could have been used against him in the criminal courts. He didn't challenge the sanctions because Penn State warned him that if he did, he could wind up being penalized more severely. And he said he was never told that a suspension would cost him his spot in ROTC.

Assainte, who was with Strine during the riot, said he had no criminal intent that night. She said he got a raw deal.

"I remember him saying, 'All I wanted to do was serve my country, and now I can't because of one little mistake that was caught on tape.' One lapse of judgment and he gets all this thrown at him? I felt so awful," she said. "I just think what happened was really, really unfair."

Obese and overweight women face increased risk of recurrence of most common type of breast cancer

ScienceDaily (Aug. 27, 2012) ? Extra pounds -- even within the overweight but not obese range -- are linked to a higher risk of recurrence of the most common type of breast cancer despite optimal cancer treatment, according to a new study published early online in Cancer, a peer-reviewed journal of the American Cancer Society. The study's results suggest that extra body fat causes hormonal changes and inflammation that may drive some cases of breast cancer to spread and recur despite treatment.

Women who are obese when they are diagnosed with breast cancer have an increased risk of dying prematurely compared with women of normal weight. In this new study, Joseph Sparano, MD, of the Albert Einstein College of Medicine's Montefiore Medical Center, in Bronx, NY, and his colleagues across the US cancer cooperative groups compared the health outcomes of obese and overweight patients with others in a large group of women with stage I-III breast cancer who had participated in three National Cancer Institute-sponsored treatment trials led by the Eastern Cooperative Oncology Group (now part of the ECOG-ACRIN Cancer Research Group). All of the trials (E1199, E5188, and E3189) required participants to have normal heart, kidney, liver, and bone marrow function, thereby excluding patients with other significant health issues. As a result, researchers were able to disentangle the influence of obesity from other factors affecting cancer recurrence and survival.

The researchers found that increasing body mass index -- a measure of the body's fat content -- significantly increased women's risk of cancer recurrence and death, despite optimal treatment including chemotherapy and hormonal therapy. There was a stepwise relationship between increasing body mass index and poor outcomes only in women with hormone receptor-positive breast cancer, the most common type of breast cancer that accounts for approximately two-thirds of all breast cancer cases in the United States and worldwide.
