Razer Blade

The Blade is Razer's first crack at the laptop gaming market, and it looks stunning. Its dark aluminum chassis has only the glowing Razer logo adorning the lid, a clear indication that the company has taken its cues from Apple and Voodoo. The interior specs sound just as lovely: A discrete Nvidia GPU and Intel Core i7 CPU. Unfortunately, as of this post, there's only one configuration available?no customizing. The Razer Blade all sounds well and good, but when its Q4 2011 release date finally hits, gamers are going to have to ask themselves if the whole package is worth the $2,799.99 price tag.

The Blade's 17-inch screen display outputs true 1080p HD. For its size, the chassis is relatively light, weighing only 6.9 pounds compared to other 17-inch gaming laptops like the Alienware M17x that weighs in at 9.8 pounds. The Razer Blade is also extremely thin, measuring about .88 inches thick. Part of the reason for its slim form factor is Razer dropped the optical drive, a smart move as most gamers nowadays get their fix from digital retailers like Steam.

The Razer Blade's true popping feature, however, is its user interface. The full-size chiclet keyboard swaps out the usual numeric keypad for 10 dynamic adaptive tactile keys, which gives you easy-access to hot-key commands. There's also an LCD pad underneath it that displays in-game information when you're using an external mouse or switches to a multi-touchpad for navigating.

Inside the chassis, the Razer Blade features a 2.8GHz Intel Core i7-2640M processor, 8GB of DDR3 RAM, and an Nvidia GeForce GT 555M (2GB) discrete graphics chip with Optimus technology, which will help extend that 60Wh battery's life span. There's 320GB (7,200rpm) of hard drive space, a bit on the small size. It comes with 802.11b/g/n Wi-Fi and Bluetooth 3.0 (for connecting wireless peripherals), Ethernet jack, a USB 3.0 port, two USB 2.0 ports, and 3.5mm headphone and mic combo jack.

Diversity by Design

The recent Nature paper from Jef Boeke?s group, ?Synthetic chromosome arms function in yeast and generate phenotypic diversity by design,? begins with an appropriately futuristic sentence: ?The first phase of any genome engineering project is design.? While there have been efforts to redesign viral genomes and chemically synthesize bacterial genomes, whole genomes of living cells are not yet something that can readily be designed from scratch. This new paper (excellently reviewed by Lab Rat a while back) approaches the design of genomes in a fascinating way; instead of trying to decide in advance what a good engineered/engineerable genome looks like or simply copying an existing genome, they designed the sequence of one arm of a yeast chromosome (about 90,000 base pairs) with built-in genetic flexibility, enabling future experiments and future evolution.

While the paper?s abstract states that ?The ability to synthesize large segments of DNA allows the engineering of pathways and genomes according to arbitrary sets of design principles,? the principles they chose are hardly arbitrary. First, the synthetic chromosome arm must work in a living yeast without hurting the cell, and second, the new design should be free of any sequences that could make the strand unstable, which both seem reasonable enough. Third and most importantly, the genome should incorporate diversity by design. This design principle includes three useful and interesting sub-strategies:

  1. replacing all the TAG stop codons with TAA stop codons, to allow for coding a new amino acid
  2. including ?tag? sequences that allow the researchers to track the parts of their synthetic sequence easily without sequencing the whole chromosome and
  3. adding sequences that can SCRaMbLE the genome.

SCRaMbLE stands for synthetic chromosome rearrangement and modification by loxP-mediated evolution, and is a method for large chunks of the genome to flip and recombine with each other, rapidly generating large sequence diversity. The sequence is therefore not fixed but designed to change, to mutate, to recombine, to evolve. Activating SCRaMbLE created many mutations that made the cell less able to grow in certain conditions, perhaps violating the first design principle but at the same time opening up interesting roads to study the genetics, genome structure, and evolution of yeast.

Activating evolution in the lab can be used to refine an important trait, like making enzymes more stable or making yeast that can tolerate higher concentrations of ethanol in brewing, or even create new behaviors through a combination of synthetic biology and directed evolution. George Church, a pioneer in genome engineering writes in a great essay in The Scientist that ?Lab evolution and synthetic biology are about embracing the outliers and creating the occasional hopeful monster, just as evolution has done for millions of years.?

These outliers don?t come from nowhere, they emerge in evolution through chance mutations in the genome or recombination of chunks of DNA like a natural SCRaMbLE. These changes in the existing DNA allow evolution to explore what origin of life researcher Stuart Kauffman calls ?the adjacent possible.? Steven Johnson, author of Where Good Ideas Come From: A Natural History of Innovation, writes in an excerpt in the WSJ that ?the adjacent possible is a kind of shadow future, hovering on the edges of the present state of things, a map of all the ways in which the present can reinvent itself.? By constantly mutating, recombining, and refining, bumping up into the adjacent possible, evolution has brought us from inorganic molecules floating in water to the diversity and complexity of life that exists today.

The adjacent possible doesn?t apply only to the evolution of gene sequences and cells, but as the title of Johnson?s book suggests, it also applies to the recombination of ideas and the hopeful monsters of design and technology. Designers Anab Jain, Jon Ardern, and Justin Pickard of Superflux use the concept of the adjacent possible to discuss their approach to speculative ?design futurescaping? in Blowup: The Era of Objects: ?Positing an unevenly-distributed futurity, many of the components of our speculations as design futurescapers are already out there, in the wild. We visualise images of genetically-engineered bees, artificial clouds, and network cold-zones, and, as science-fictional novums, they seem plausible because so much of their technological and social underpinnings already exist, in however nascent a form.? Recombining all the weird and wonderful technological and social bits and pieces of our present world (many delightfully curated as Daily Idioms by Deb Chachra), we can better imagine and create a future one.

The very best synthetic biology ideas act by activating the adjacent possible in every sense, innovating by recombining ideas and parts shared openly between researchers but also activating the adjacent possible of evolution and the serendipitous recombination of genes, building diversity, evolution, and change into the very DNA of a design.

Netflix now takes up nearly a third of all Internet bandwidth in North America (Digital Trends)

According to Sandvine?s Fall 2011?Global Internet Phenomena Report, Netflix now makes up 32.7 percent of all Internet traffic in North America and has become the most powerful driver of traffic during the evening. This report?analyzes approximately 200 Internet service providers in 80 different countries. Across all countries,?real-time entertainment applications make up 60 percent of peak downstream traffic, an increase from 50 percent in 2010. Hardware in the entertainment traffic category include smartphones, tablets, set-top boxes, game consoles like the Xbox 360 and smart televisions. Entertainment hardware?dominates the laptop and desktop PC category which only makes up about 45 percent of all Internet traffic.

Web surfing is in second place at a bit over 16 percent of?peak period aggregate traffic and?peer-to-peer file sharing is also in second place for?daily aggregate traffic. Peak network traffic is typically at maximum levels between 8 to 11 p.m. each evening. Other sources that contribute to traffic at peak times includes real-time communication, gaming, secure tunneling and social networking.?

Netflix subscribers are watching real-time entertainment on multiple screens over the same network as well. Data usage rises based on the size of the screen. For instance, people watching on a 55? HDTV are more likely to opt for a higher quality video stream with similar quality on the multi-channel audio stream. The report also raises the possibility that Netflix traffic has peaked as of Fall 2011 due to the recent developments with Netflix?s loss of 800,000 subscribers. Assuming the subscriber base continues to fall over the fourth quarter, Netflix will be forced to rely on supplying streaming content to emerging?foreign?markets to continue the growth of Netflix?s dominance of Internet traffic.?

Stocks open lower after Thursday's big rally

Stocks are falling after a strong rally that left the Standard & Poor's 500 index on track for its best month since 1974.

Markets surged Thursday after European leaders unveiled a deal aimed at defusing the Greek debt crisis. They increased the lending power of a regional bailout fund. Banks agreed to forgive half of Greece's debt.

The Dow Jones industrial average is down 2 points at 12,205 shortly after the opening bell. The S&P 500 is down 4, or 0.4 percent, at 1,279. The Nasdaq composite index is down 9, or 0.3 percent, at 2,729.

Appliance maker Whirlpool Corp. fell 12 percent, the most in the S&P 500, after the company said it will cut 5,000 jobs, citing weak demand and higher costs for materials.

There is losing and there is LOSING (AP)

There are losers, and then there are the hopeless, hapless, possibly even historic losers.

Through nearly half of the NFL season, three teams are threatening to run the table ? in the wrong direction. The problems of the Dolphins, Colts and Rams are overshadowing the ineptitude in Arizona, Minnesota, Seattle and Denver.

First, a look at the guys who can't find a win anywhere, anyhow.

Already, there are debates at stadiums, in bars and chat rooms about which of the 0-fers will remain winless and ensure itself the first pick in next spring's draft, unofficially called the Andrew Luck Derby. Some side with the Dolphins because they aren't a good home team, taking away one supposed edge; are down to second-string quarterback (Matt Moore) who appears in over his head; and they find unique ways to lose regardless of the circumstances ? ask anyone who watched them fold to a previously incompetent Tim Tebow and the Broncos in the final minutes last Sunday.

All good arguments, along with a minus-7 turnover margin (only four takeaways), an underachieving offensive line, inefficiency in the red zone, and overly conservative coaching.

"This game isn't about could'ves or should'ves," coach Tony Sparano said. "We're where we are right now and we're the only ones that can get ourselves out of where we are right now so that part of it has been the most difficult, but the guys are upbeat... `'

Others point to the Rams, who were supposed to contend in the weak NFC West after nearly winning it in 2010. Instead, the 49ers are the ascendant team and the injury-ravaged Rams can't score ? their 56 points are 34 fewer than the wretched Dolphins have managed, also in six games ? and can't stop anyone from scoring. Through six games, they have yielded more points than 10 teams have through seven.

"It's frustrating," said A.J. Feeley, the starting quarterback while franchise QB Sam Bradford heals from a high left ankle sprain. "But then again you can't get too down on yourselves because we've got a lot of games left."

And a lot of losses left.

As for the Colts, well, as former coach Tony Dungy joked (we think), Peyton Manning should sweep the NFL's Most Valuable Player voting. Without him, Indy has become IndiaNOplace, or IndiaNOwins, or IndiaNohope.

The Colts seemed to be making some progress with a string of close losses and a semblance of an offense ? though nothing like what Manning can run ? before the 62-7 debacle in New Orleans last Sunday night. On national TV, no less.

Colts President Bill Polian lamented the demise of the defense after that one, but there is no statistical category in which his team has performed well.

Even worse, and unlike the Dolphins and Rams, the Colts appear almost numb to all the losing. They are in a place unimaginable to them when Manning was around for the last dozen years, and perhaps they don't know how to escape it.

"There are mental errors, there are breakdowns, there are coverage miscues," Polian said. "So I don't know what to tell you other than what the results are. So the question is how do we change that and we have to take a hard look at that."

Which of these three teams will wind up the worst and win the Luck Derby? It might take a replicate of the Lions' 2008 fiasco to earn that pick, and Miami could have the edge there with no games in which it will be favored now that it handed Denver last week's win. The Rams still have two games with Arizona and two with Seattle, plus Cleveland on the schedule. Indy has home games with Jacksonville and Carolina, and finishes at the Jaguars.

The three-team race of disgrace has obscured how poorly the Cardinals, Vikings, Seahawks and Broncos have performed. Their level of losing isn't quite so epic ? Seattle did beat the Giants in the Meadowlands; Minnesota had a shot at undefeated Green Bay in the dying minutes last Sunday in rookie QB Christian Ponder's first start ? but it shouldn't be ignored.

Most disappointing for Arizona has been the lack of production on offense after the big trade last summer to get QB Kevin Kolb. Certainly the adjustment period has been longer than expected, but with coach Ken Whisenhunt's track record, he surely deserves more time to fix things.

"I don't think anybody can take too much heat when your record is where it is," Whisenhunt said. "Our expectations are not to be where we are as a team. We are disappointed. It hurts. We hurt all the time, because we want to be good."

Like the Cardinals, the Vikings, Seahawks and Broncos have made quarterbacking changes this season. All of their defenses have flopped, ranking anywhere from 19th to 29th in yards allowed in the air. None has had a particularly effective offensive line.

What they all have, though, are victories. And even one win might be too many to get "Lucky" in April.

Asian stocks rally, EU deal boosts risk appetite (Reuters)

HONG KONG (Reuters) ? Asian stocks are poised for their best week in nearly three years after a long-awaited plan to resolve the European debt crisis encouraged investors to put money back into riskier assets such as the euro and commodities.

Higher trading volumes on Thursday suggest the rally is likely to continue near term as credible measures to contain the euro zone crisis sparked short-covering across the board.

The dollar steadied after nursing heavy losses, having suffered its biggest decline in more than two years against a basket of major currencies.

The deal in Europe calls for private banks and insurers to take 50 percent losses on their Greek debt as well as agreements on recapitalisation of hard-hit European banks and a leveraging of the bloc's rescue fund.

Although these measures may not yet be seen as the final solution, they are clearly a step in the right direction and that should help restore some confidence in the market, said Cyril Beuzit, strategist at BNP Paribas.

Euro zone leaders are now under pressure to finalize details of their plan to slash Greece's debt and strengthen the European Financial Stability Fund (EFSF). Focus also shifts to a Group of 20 meeting next week in Cannes, southern France.

"The next week will again be a busy one for investors," said Shane Oliver, Head of Investment Strategy and Chief Economist AMP Capital Investors, in a note.

"Globally the focus will be on the G20 leaders meeting in Cannes on Thursday and Friday for evidence that world leaders back Europe's latest public debt rescue plans," said Oliver.

RISK RALLY

For the moment, investors cheered progress, however little, and shrugged the lack of details on Greek debt relief.

European shares climbed to a 12-week high and those in Wall Street jumped 3 percent, pushing the S&P 500 (.SPX) benchmark over its 200-day moving average for the first time since early-August.

Risk appetite was further supported by data showing the U.S. economy grew at its fastest pace in a year in the third quarter, a welcome respite for a financial system that seemed on the brink of a recession some weeks ago.

Corporate earnings in the U.S. have also bolstered hopes of a fourth-quarter rally.

According to Thomson Reuters Starmine, about half of the S&P 500 constituents have reported quarterly results with 79 percent beating or meeting analyst expectations.

The MSCI Asia Pacific ex-Japan index (.MIAPJ0000PUS) rose 1.2 percent and is up nearly 10 percent so far this week.

Samsung Electronics (005930.KS) surpassed Apple Inc (AAPL.O) as the world's top smartphone maker with than 40 percent shipment growth and forecast strong fourth-quarter sales, sending its shares up 1.4 percent.

Japan's Nikkei (.N225) was up 1.4 percent despite the yen hitting record highs against the dollar for three days in a row.

The dollar index (.DXY) was up 0.2 percent after falling some 1.6 percent, the biggest one-day fall since May 2009.

The People's Bank of China set the yuan's central parity rate against the U.S. dollar at a record high of 6.3290 on Friday, the highest level since the revaluation in 2005.

In commodities markets, crude oil futures were off 0.7 percent after an over 4 percent rally on Thursday.

Shanghai copper futures opened up 6 percent to its daily limit to 61,010 yuan a tonne but pared some gains to trade around 59260 yuan a tonne late morning.

Spot gold was little changed at $1,742.19 an ounce by 0120 GMT and was poised for its biggest weekly gain since January 2009.

Why Jon Huntsman Makes Me Want to Vote Republican (ContributorNetwork)

COMMENTARY | I've always considered myself an independent voter -- not "Independent" with a capital "I" as in the American Independent Party, but independent as in I vote for the candidate I like the best regardless of party. I confess that lately I seem to be leaning more to the left. People who read my articles on a regular basis may even consider me liberal. It's just that the presence of so much right-wing extremism in politics today screams for a hard slam to the left -- a counter balance of sorts.

Since the Democratic candidate for president, incumbent Barack Obama, will likely go unopposed this time around, there are probably a lot of centrists, independents and even staunch Democrats who will choose to vote in the Republican primaries. Some may see it as an opportunity to throw a monkey wrench in the delicate workings of the Republican machine. They may try to advance a candidate who doesn't poll well against President Obama, like Texas Governor Rick Perry or Rep. Ron Paul.

I may vote in the Republican primary. too, but for a different reason. See there's one candidate I really like, a quiet man who believes in co-operative problem solving, a man who has proven without a doubt that he is willing to work with Democrats to further the best interests of the country.

My pick is Jon Huntsman, and I want to vote for him in the Republican primary, because it feels right to vote for the person I believe is truly the best candidate.

Chris Moody at Yahoo! News just wrote a fantastic story based on an interview with Huntsman. Did you know that Huntsman has a tax reform plan that the Wall Street Journal calls "better than anything so far from the GOP presidential field"?

Huntsman checks all the major boxes. As a former ambassador to China he is the strongest candidate on foreign policy. He also served as governor of Utah giving him executive leadership experience. He started off as a businessman, and understands the private sector. While the other candidates have one or two of these qualifications, Huntsman is the only candidate to boast all three.

Republicans and independents alike should give Huntsman a second look.

Arima Communications to not be affected by Sony decision to take ...

Sony's plan to buy out its mobile phone joint venture with Ericsson will not affect the ties Sony Ericsson has with its major ODM production partner in Taiwan, Arima Communications, for the short term, according to a Chinese-language Commercial Times report.

Furthermore, Sony Ericsson's next CEO Yoshihisa (Bob) Ishida, a strong supporter for the company's current outsourcing policy, may opt to close Sony Ericsson's own production plant in Beijing to reduce the ratio of handsets manufactured in-house, indicated the paper, adding that such a move would benefit Taiwan-based ODMs such as Arima and Foxconn International Holding (FIH).

Arima is currently discussing with Sony Ericsson for cooperation on the manufacture of entry-level smartphones, as the vendor plans to phase out sales of feature phones by the third quarter of 2012, indicated the paper.

Occupy Oakland: Egyptian Protesters To Hold Pro-Occupy Rally Friday

Egyptian protesters who have camped out in Cairo's Tahrir Square are set to march to the U.S. Embassy Friday, in a rally of support for the Occupy Wall Street movement.

The news broke Thursday across Twitter, a preferred medium for protesters across the world:

The Daily Kos, which has been closely following these developments Thursday, noted that earlier in the week, Egyptian activists -- writing under the pen name "Comrades in Cairo" -- had published an open letter of support to the Occupy movements in the Guardian.

"To all those across the world currently occupying parks, squares and other spaces, your comrades in Cairo are watching you in solidarity," the letter began.

Indeed, we are now in many ways involved in the same struggle. What most pundits call "the Arab Spring" has its roots in the demonstrations, riots, strikes and occupations taking place all around the world, its foundations lie in years-long struggles by people and popular movements. The moment that we find ourselves in is nothing new, as we in Egypt and others have been fighting against systems of repression, disenfranchisement and the unchecked ravages of global capitalism (yes, we said it, capitalism): a system that has made a world that is dangerous and cruel to its inhabitants. As the interests of government increasingly cater to the interests and comforts of private, transnational capital, our cities and homes have become progressively more abstract and violent places, subject to the casual ravages of the next economic development or urban renewal scheme.

The common aims and tactics of the two movements have occasionally led to direct ties. In early October, The Huffington Post reported on an Egyptian activist from Tahrir Square who delivered a powerful speech to the Occupy crowd in downtown Manhattan.

And as Wired noted recently, Ahmed Maher, one of the leading figures of the Egyptian movement, recently came to Washington, D.C., to help organizers there extend their reach.

But after a dramatic Tuesday night in Oakland, where police officials attempted to disburse a crowd of Occupy protesters using tear gas and other non-lethal weapons, many have seen growing similarities between the two movements -- and the type of resentment they seem to stir up.

Numerous people were injured in the police action Oakland, which filled American television screens with images strikingly similar to those streaming from Tahrir square during the early days of the Egyptian uprising in January and February.

Although no one was killed in Oakland, HuffPost reported that an Iraq-war veteran was critically wounded when a projectile allegedly fired by police hit him in the head.

Oakland cops arrest 85 anti-Wall Street protesters

Police in riot gear cleared anti-Wall Street protesters on Tuesday morning from the plaza in front of Oakland's City Hall where they had been camping for about two weeks, prompting health and safety concerns among city officials.

Eighty-five people were arrested, mostly on suspicion of misdemeanor illegal lodging, as hundreds of officers and sheriff's deputies from more than a dozen agencies went into the encampment with tear gas and beanbag rounds around 5 a.m., police said

About 170 protesters were at the site, but no one was injured, according to police.

"I'm very pleased with how things went," Interim Oakland Police Chief Howard Jordan said at a morning news conference following the raid.

Television news footage showed protesters being taken away in plastic handcuffs without incident.

One of those arrested, Aiyahnna Johnson, 30, of Oakland, had been living at the camp with her 2-year-old daughter. "We want the best for you guys, that's all," she was quoted by the San Francisco Chronicle telling two officers who were leading her away.

The Oakland site was among numerous camps that have sprung up around the country, as protesters rally against what they see as corporate greed and a wide range of other economic issues. The protests have attracted a wide range of people, including college students looking for work and the homeless.

The police action in Oakland began around 4:40 a.m. when an officer on a loud speaker told the protesters they were illegally blocking the plaza and were subject to arrest, according to the Chronicle. The newspaper reported that several hundred people appeared ready to defend the camp about an hour before police moved in, placing Dumpsters, boards, pallets and even metal police-style barricades around the plaza.

Anthony Owens, 40, of Oakland, said some people in the camp left as word spread about possible police action. The remaining protesters locked arms and shouted as officers moved in from four corners, Owens said.

Jordan said authorities fired tear gas after being pelted with rocks, bottles and utensils from people in the camp's kitchen area. The person shot with a beanbag was reaching into a trashcan to pick up bottles, he said.

Witnesses reported seeing smoke rising from the area. The plaza was "contained" around 5:30 a.m., according to city officials, although tents and trash remained strewn there.

Police maintained a heavy presence around downtown Oakland into the morning. Streets were closed off by police barricades, and at least two helicopters were in the air shining lights down. Dozens of officers were on the streets, and police in riot gear were seen facing off with shouting protesters, who briefly blocked traffic on a busy thoroughfare.

City officials advised downtown businesses to delay opening and city employees to come in late.

Police also cleared a smaller encampment from a park near the plaza on Tuesday morning.

City officials had originally been supportive of the protesters, with Oakland Mayor Jean Quan saying that sometimes "democracy is messy."

But the city later warned the protesters that they were breaking the law and could not stay in the encampment overnight.

They cited concerns about rats, fire hazards, public urination and acts of violence at the site, which had grown to more than 150 tents and included health, child-care and kitchen areas.

"Many Oaklanders support the goals of the national Occupy Wall Street movement," Mayor Jean Quan said in a statement on Tuesday. "However, over the last week it was apparent that neither the demonstrators nor the City could maintain safe or sanitary conditions or control the ongoing vandalism."

There were reports of a sex assault and a severe beating and fire and paramedics were denied access to the camp, according to city officials, who said they had also received numerous complaints of intimidating and threatening behavior.

Protesters over the weekend said although there were some troublemakers in the group, the vast majority were peaceful.

Owens said the protesters plan to try to retake the plaza at some point. Asked whether they would be discouraged by the loss of the encampment, Owens said, "I think it's going to fire up people even more."

Simple Strategy -- How Mitt Romney Stays on Top (ContributorNetwork)

COMMENTARY | Mitt Romney has been ranked as the front-runner on the Fox News GOP contenders list longer than anyone in the race. As a former political consultant, I have to commend his people for the simple technique that has kept him at the top. While the other contenders have done what they can to rock the boat, Romney has held his course.

While Herman Cain, Ron Paul and Rick Perry announce wild tax plans that would restructure the system, or introducing odd ads, Romney sits back and laughs. As these candidates bask in the temporary glow from the media spotlight, Romney waits for the opportunity to tear the plans apart in the media and during the debates. He keeps quiet, then goes on the offensive during the times that matter.

Romney has allowed others to have their spot in the sun while he goes around the country and attempts to sell himself instead of a radical plan. While people are very interested in alternative plans to get us out of harm's way, they want a candidate who can lead the country. They want a candidate who speaks to them. Most of the times the former governor has been seen in the press, he has been seen sitting with potential constituents, not at a podium making groundbreaking announcements.

I am not sure if this trick was taken directly out of President Barack Obama's 2008 playbook, or if Romney's people decided to do this on their own. Remember that Obama was often seen shaking hands and sitting with people instead of standing at a podium. This was a trick President Bill Clinton mastered and made it a regular trick for appearing as "one with the people."

While I have not had the opportunity to see Romney in person for many years, I remember him being a charismatic politician. Remember that President Obama proved a few years ago that down-home charisma can be stronger than years of experience. Romney is making it a point to prove that down-home charisma is stronger than radical tax plans. Toss in some well-timed offense and you have the makings of the strongest presidential hopeful. Like him or not, he has the best "plan" right now.

Novartis plans 2,000 jobs cuts despite profit rise (AP)

GENEVA ? Swiss pharmaceutical giant Novartis AG said Tuesday it will cut 2,000 jobs as drug prices come under pressure from governments seeking to reduce health care budgets.

Novartis, which posted a 7 percent increased third-quarter net profit of $2.49 billion Tuesday, said 1,100 jobs will disappear in Switzerland, with a further 900 to be cut in the United States. Some 700 new positions will be created in low-cost countries such as India and China, resulting in a net loss of 1,300 jobs.

"The health care industry is facing a difficult external environment," Chief Executive Joseph Jimenez told reporters in a conference call. "The financial crisis has become a debt crisis and you've got governments around the world that are pushing down prices of pharmaceuticals and other health care products."

Novartis shares fell 2 percent to 50.75 Swiss francs ($57.71) by late morning on the Zurich exchange.

In Europe, prices had dropped by about 5 percent already this year, with no end in sight, said Jimenez. "We can't absorb these price cuts without taking action."

He said Novartis remains better placed than many of its rivals to weather the price cuts as reimbursements from government entities only account for 55 percent of its sales, compared with an average of 80-90 percent among peers.

The Basel-based company plans to shut two manufacturing sites in Switzerland, transferring production to other locations or to third parties. Some research and development jobs in Switzerland and the United States also will be outsourced, resulted in estimated annual savings of over $200 million.

Despite the price cuts, Novartis said sales grew 18 percent to $14.8 billion in the July-September period, with new products contributing about a quarter, or $3.6 billion. The purchase of eye care company Alcon also added to Novartis' strong sales.

The maker of hypertension drug Diovan and anticancer treatment Glivec ? known as Gleevec in the United States ? noted that the weakness of the U.S. dollar against other major currencies helped lift sales figures. In constant currencies, sales increased 6 percent.

One strong launch was the oral multiple sclerosis medicine Gilenya, which racked up sales of $153 million in the third quarter.

Asked about a possible rival product, known as BG-12, that appears in initial trials to be a potent drug against MS, Jimenez said competition has already been factored into the company's expectations for Gilenya.

Legal challenge to elections opens : Kaieteur News

The court on Monday heard its opening arguments as the Civil Injunction which was filed against the Guyana Elections Commission and the political parties in Guyana, by several concerned groups continued before Chief Justice Ian Chang.
Attorney at Law Mortimer Coddett, told the court that he wishes to make it clear that the group which consisted of the Guyana Trade Union Congress and the Guyana National Council on Public Policy were not asking for the court to stop elections, since it is known that the court has no legal authority to do so.
Coddett said that the court however has the legal power to protect the fundamental rights of all Guyanese citizens enshrined in the constitution.
He said that in the first case the complainant is against the first named defendants, GECOM, which is the institution mentioned in the constitution as being legally responsible for ensuring that election is held within the accordance of the constitution.
He noted that since the ?election fever season? started, it can be clear that only a particular sector is able to communicate freely to the civil society and at the same time through the media, harass, terrorise and victimise other political parties.
Coddett said that this concern has caused pain, and it has come to a point where the court has been approached by various citizens against the abuse of power by the state or its officers in contravening the fundamental rights of individuals.
Attorney at law Anil Nandlall, on Monday told Kaieteur News that the matter was filed ex parte and then the service order was given.
According to the lawyer, Monday was set for preliminary submissions. He said that his submissions in essence were that the entire action was misconceived and impurely bad in law.
Nandlall further told Kaieteur News that most of the parties purporting to be plaintiffs are not legal entities, nor are the names of the respondents legal entities.
According to the lawyer, the court has no jurisdiction at this stage or at any stage to stop elections from being held.
It was explained that the court however has a jurisdiction that after the elections are held if there is any deficiency or irregularity the court has a jurisdiction to treat those irregularities in an election petition filed for that purpose.
There is no jurisdiction before election to stop or question the electoral process, the jurisdiction the court is a very narrow one, and this to be exercised by way of an election petition.
Attorney at law Dr. Phillip Thomas who is also representing the group of concerned citizens explained that the action is against all the political parties and the Guyana Elections Commission.
He explained that bases for bringing the action were to seek the attention of GECOM in determining, specifically and precisely whether or not it feels it is right between the time parliament ended and the time election will be held, whether or not the citizens received sufficient information by the time for polling.
The fundamental base behind this is that the citizen is afraid of victimisation.? The matter will continue tomorrow in the High Court.

MILAN ? The Italian government and a broad European plan to save the euro were both at risk on Tuesday, with Premier Silvio Berlusconi locked in a high-stakes battle with coalition partners to muster support for emergency growth measures demanded by the European Union.

Markets are looking to the EU's grand plan ? promised in time for an EU summit on Wednesday ? for a turnaround in the debt crisis that will avert a potential global recession.

But the plan risked being delayed, yet again, as governments failed to agree on details. Berlusconi's government, meanwhile, showed little sign of meeting the EU's demands for reforms, a prerequisite for the grand plan to go ahead.

The summit of EU leaders, meant to be a confidence-building day, risked going down as another failure in Europe's fight to stem its 2-year-long debt crisis.

EU officials say they will not present their comprehensive plan if Italy doesn't agree to new economic measures they demanded Sunday. But Berlusconi has been unable to get his key ally in parliament, the Northern League, to swallow an increase in the pension age. The Northern League says it will alienate its constituency of workers in the productive north.

Northern League leader Umberto Bossi conceded the government is at risk.

"Let's say the situation is difficult, very dangerous," he told reporters in Rome.

Berlusconi's heir apparent, Justice Minister Angelino Alfano, suggested Berlusconi's party had reached a deal with the Northern League ? but no details were announced and the premier's office remained silent.

"We hope to have identified a point of balance with the League that allows us to give a response to the European Union also on pensions," Alfano said during the taping of an evening talk show, the news agency ANSA reported.

Berlusconi has survived scandals, court cases and dozens of confidence votes, but experts say the economic plan he needs to get approved will be one of the most critical tests yet of his grasp on the country's leadership.

"Berlusconi has an immovable object at home which is Bossi and the Northern League, and an unstoppable force abroad which is the European Union, so he's in a very, very difficult position," said James Walston, a political science professor at American University in Rome.

A Cabinet meeting to draft the emergency growth measures ended Monday evening in silence ? a clear indication of discord within the government majority.

The EU wants Italy to raise its standard pension age from 65 to 67, change the legal system to encourage investment, and pass other reforms to improve growth. All are measures that have been talked about for years in successive governments, but there has been little political will to see through the unpopular decisions.

Bossi has said the Northern League will not support any increase in the pension age.

But it's a move that partners such as Germany view as critical. Germany is raising its pension age to 67 for anyone born after 1964 and Chancellor Angela Merkel will have a hard time explaining to voters at home why Europe's largest economy should be ready to help countries whose workers retire earlier.

A policy impasse this time could cost Berlusconi his power.

The failure of his majority in parliament to pass a routine measure earlier this month shows just how tenuous his hold on power has become. Berlusconi survived with a vote of confidence, but the impression remained that his government is weaker than ever ? and could fall on any test.

Ratings agencies have cited the government's inaction and failure to draft growth measures as reasons for downgrading Italy's growing debt, now euro1.9 trillion ($2.64 trillion), or nearly 120 percent of GDP and the second highest in the eurozone after Greece.

Despite the ratings agencies' lack of faith in Berlusconi, analysts in Italy caution that his ouster could bring months of political deadlock until a new parliament is elected. It would be up to Italian President Giorgio Napolitano to decide to retain Berlusconi in power pending new elections, or install a technical government, which also would require the cooperation of parliament.

"I believe at this moment, a government crisis would be a disaster, because in the next months we have a huge quantity of debt that needs to be refinanced. A government crisis would destroy the market trust," said Francesco Giavazzi, an economist at Milan's Bocconi University.

The outgoing governor of Italy's central bank, Mario Draghi, has already expressed concern that rising borrowing costs are threatening to eat up a chunk of the euro54 billion in austerity measures approved by parliament last month. For weeks, the ECB has been buying up billions in Italian bonds, trying to keep Italy's borrowing costs down.

Italy's fate is crucial to the eurozone because it is the bloc's third-largest economy and would be too expensive to rescue.

To avoid that scenario, the EU is working on a three-part plan ? writing off more of Greece's debt, raising ailing European banks' capital levels so they can deal with those losses on Greek bonds, and boosting the bailout fund's powers.

All three measures need to be agreed together in order to work, but it appeared that agreeing on the Greek writedowns and the bailout fund would take longer than expected.

The 10 EU countries that do not use they euro won't sign off on the move to force banks to raise new capital without the other two parts of the plan in place. They insisted to call off a meeting of finance ministers Wednesday, which was to iron out the technical details of the plan ahead of the leaders' summit later in the day, according to European officials said. The spoke on condition of anonymity because the talks were confidential.

Without the finance ministers' meeting, it is likely that the summit's conclusions will remain vague.

The negotiations over easing Greece's debt load center on talks with banks and other private investors to take losses of as much as 60 percent on their Greek bond holdings. Negotiators for the banks, however, have indicated that they will not accept losses of that magnitude.

Forcing losses onto banks could trigger big payouts of credit insurance and cause huge turbulence in global markets, analysts warn.

At the same time, two schemes to give the euro440 billion ($612 billion) European Financial Stability Facility more firepower ? by using it to guarantee bond issues from shaky countries like Italy and Spain and attract private sector capital ? also still lack detail and broad agreement.

Solar power is beginning to go mainstream (AP)

NEW YORK ? Solar energy may finally get its day in the sun.

The high costs that for years made it impractical as a mainstream source of energy are plummeting. Real estate companies are racing to install solar panels on office buildings. Utilities are erecting large solar panel "farms" near big cities and in desolate deserts. And creative financing plans are making solar more realistic than ever for homes.

Solar power installations doubled in the United States last year and are expected to double again this year. More solar energy is being planned than any other power source, including nuclear, coal, natural gas and wind.

"We are at the beginning of a turning point," says Andrew Beebe, who runs global sales for Suntech Power, a manufacturer of solar panels.

Solar's share of the power business remains tiny. But its promise is great. The sun splashes more clean energy on the planet in one hour than humans use in a year, and daytime is when power is needed most. And solar panels can be installed near where people use power, reducing or eliminating the costs of moving power through a grid.

Solar power has been held back by costs. It's still about three times more expensive than electricity produced by natural gas, according to estimates by the Energy Information Administration.

But the financial barriers are falling fast. Solar panel prices have plunged by two-thirds since 2008, making it easier for installers to market solar's financial benefits, and not simply its environmental ones. Homeowners who want to go solar can do so for free and pay the same or less for their power.

Last month two of the nation's biggest utilities, Exelon and NextEra Energy, each acquired a large California solar power farm in the early stages of development. Another utility, NRG Energy, has announced a plan with Bank of America and the real estate firm Prologis to spend $1.4 billion to install solar systems on 750 commercial rooftops.

Nationwide, solar power installations grew by 102 percent from 2009 to 2010, by far the fastest rate in the past five years.

"Every manufacturer globally is looking around for the next major growth market, and the U.S. is the first one everyone points to," says Shayle Kann, managing director for solar research at GTM Research.

Making solar affordable still requires large tax breaks and other subsidies from federal and state governments. The main federal subsidy pays for 30 percent of the cost of a residential system. When state and other subsidies are added, as much as 75 percent of the cost can be covered.

But prices of solar panels, the squares of crystalline silicon or thin layers of metal films that turn the sun's rays into electricity, are falling so fast that its advocates now credibly claim that solar will be able to compete with fossil fuels even when the federal solar subsidy shrinks by two-thirds in 2016.

"Over the past 10 years the industry has made the case that we needed to increase scale so we could reduce prices," says Arno Harris, CEO of solar developer Recurrent Energy, a subsidiary of Sharp Corp. "We're seeing it happen."

The falling prices have made it easier for solar installers to raise the money needed to grow. And they've made solar power systems so affordable they can appeal to homeowners who want to save on their electric bill, not just reduce their environmental impact.

Tim Johnson, a high school math teacher in Philadelphia, had wanted to put solar panels on his roof for years. Like many people concerned about the environment, the thought of powering his home without burning fossil fuels had a strong appeal. But with two kids in college, he couldn't justify spending $15,000, after subsidies, to do it.

But since March, he has generated 50 percent to 75 percent of his electricity with a set of solar panels on his roof, saving 20 percent on his electricity bills. His upfront cost for the system: $0.

Instead of buying and installing the panels himself, he signed up with SunRun, one of a handful of companies that build, own and maintain solar systems on homes. These companies earn money by charging customers for the power the panels produce.

Johnson pays SunRun $52 a month, and he pays his traditional utility for whatever extra power he needs from the grid. In all, he pays $60 to $100 a month for power; he used to pay $90 to $120.

SunRun can charge Johnson a competitive rate because federal and state subsidies pay for a portion of the installation. Also, the arrangement allows SunRun to take advantage of one of solar's big advantages. Because it is generated near where it is needed, it doesn't have to pass through hundreds of miles of wires, transformers and other equipment. The power price SunRun has to beat in order to entice customers like Johnson is an expensive retail rate, bloated with transmission and distribution charges that home solar doesn't incur.

It would be cheaper over the long run for a homeowner to buy and install a solar system because he would not have to pay a company like SunRun for financing, service and maintenance. But these plans have growing appeal because they don't require homeowners to lay out thousands of dollars up front.

In California, which leads the nation in solar power installations, 51 percent of the residential solar systems installed through the first three quarters of this year were sold with these plans, up from 12 percent in 2009.

SunRun and competitors such as SolarCity and Sungevity are expanding into more states, including Arizona, Colorado, Delaware, Maryland, Massachusetts, New Jersey and Pennsylvania. Last month, Google announced it would create a fund that local installers in every state can tap so they too can offer no-money-down plans.

Some installers are teaming up with big hardware chains Home Depot and Lowe's in an effort to expose solar to customers who might not otherwise consider it.

"Awareness is still one of our biggest problems," says Lynn Jurich, co-founder and president of SunRun, which has a partnership with Home Depot.

Solar panel prices have been declining for years because of lower costs for polycrystalline silicon, the main raw material for most solar panels, and larger-scale manufacturing, especially in Asia. In the last six months, demand has dropped sharply in Germany, the world's biggest solar market, in response to shrinking subsidies. This has created a global glut of solar panels and accelerated the decline in prices.

Solar panels, which are priced based on the amount of power they can produce during full sunshine, sold for $1.34 per watt in mid-September, according to data from Bloomberg New Energy Finance. That's down from $1.90 at the beginning of 2010. In 2008, they sold for $4 a watt.

The glut has been gut-wrenching for companies that make solar panels. Many of them remain profitable and are growing. But three U.S. panel makers have filed for bankruptcy in two months, including Solyndra, a solar panel maker that received a $528 million federal loan.

Falling profit margins are scaring investors. The stock price of First Solar Inc. has fallen from $170 in April to $53.77. Suntech Power Holdings Co. Ltd. has fallen from $11 to $2.07 over the same period.

The Solyndra bankruptcy has sparked a political uproar. Republicans have accused the Obama administration of pushing for Solyndra's loan for political reasons and have used the bankruptcy to question Obama's plan to help boost the economy by subsidizing clean energy projects.

The market will not get any easier for small solar panel makers. General Electric Co., Samsung and other big companies are entering the market. This should increase supply and bring down costs even further. GE announced this month that it would build the largest panel factory in the U.S., near Denver.

But what has been treacherous for solar panel makers has been a boon for companies that market and install solar systems, for companies that make electronics and other parts for solar systems, and for solar customers.

To be sure, solar is growing from a very small base. All of the panels now installed across the nation produce enough electricity to power 600,000 homes, or about as much electricity as one large coal-fired power plant.

There are 30,000 megawatts' worth of solar projects awaiting approval in the U.S., according to the American Public Power Association. Not all of them will be built, either because of regulatory or financial hurdles. But even if only half that is ultimately built, it would be five times what is already installed.

"We're going in the direction the planet and the industry needs to go," says Harris.
